Abstract

The digital transformation of the Indonesian healthcare sector was marked
by the launch of the Mobile JKN application by BPJS Kesehatan (Social Security
Agency for Health), as an effort to improve access and efficiency of healthcare
services. One of the application's main functions is online outpatient registration.
However, its effectiveness in meeting Minimum Service Standards (SPM) in
hospitals remains a challenge, particularly at Sumber Waras Hospital, Cirebon
Regency. The purpose of this study was to evaluate the effectiveness of outpatient
registration using the Mobile JKN application and its compliance with SPM at
Sumber Waras Hospital.
This study was a descriptive quantitative study. A purposive sampling
technique was used to select 99 JKN patients using the Mobile JKN application in
June 2025. Data were collected using observation sheets and analyzed using
descriptive statistics.
The results showed that only 40% of outpatient registrations using the
Mobile JKN application were deemed effective and met SPM, while the remaining
59% were deemed ineffective. Factors contributing to this ineffectiveness included
the quality of the hospital's internet network and a lack of system familiarity among
staff.
The conclusion of this study is that the effectiveness of the Mobile JKN
application at Sumber Waras Hospital in the outpatient registration process is still
relatively low.
Improvements in the technological infrastructure and staff competency are
needed to improve service compliance with the SPM at Sumber Waras Hospital.
