Abstract

The implementation of the Electronic Medical Record (EMR) system is a part of
digital transformation in the healthcare sector aimed at improving service efficiency and
quality. Permata Hospital Cirebon has fully implemented the EMR system in its outpatient
services, making it important to evaluate its success from the user's perspective. This study
aims to analyze the implementation of the outpatient EMR system based on user
perceptions using the DeLone and McLean Information System Success Model, which
includes six variables: system quality, information quality, service quality, use, user
satisfaction, and net benefits.
This research employed a descriptive quantitative design with a survey method
using a Likert-scale questionnaire. A total of 30 healthcare workers who use the EMR
system participated as respondents. Data were analyzed descriptively using SPSS software
by calculating the average score for each variable.
The results of the study indicate that all variables are approaching a good level,
with the following average scores: system quality (3.68), information quality (3.84), service
quality (3.82), use (4.01), user satisfaction (3.92), and net benefits (3.93). The "use"
variable obtained the highest score, indicating that the system is routinely used in daily
services. However, issues regarding system stability were still identified and require
improvement.
It can be concluded that the implementation of the outpatient EMR system at
Permata Hospital Cirebon has generally been successful from the user's point of view and
has provided a positive impact on work efficiency and healthcare service quality.
