Abstract
Ministerial Regulation Number 24 of 2022 is a regulation from the Minister of
Health that oversees electronic medical records in Indonesia. Electronik Medical
Records are an information technology system designed to replace or complement paper-
based medical records. One of the common problems in hospitals is patient wait times.
Patient wait time is the period between when a patient arrives at the hospital and when
they receive medical services. This study aims to analyze the effectiveness of using
Electronic Medical Records (EMR) on outpatient wait times at Muhammadiyah General
Hospital in Cirebon.
This study uses a descriptive method with data collection techniques through
observation and utilizies a observation as an instrument. The sample in this study consist
of 92 outpatient patient.
The research result show that the use of Electronic Medical Records (EMR) is
44,57% effective, while the remaining 55,43% is still not effective. This ineffectiveness is
caused by several obstacles, including slow system access when used simultaneously by
many users and interruptions in information access speed. This result in a slower service
process and effects the increase in patient waiting times.
It can be concluded that the use of Electronic Medical Records at
Muhammadiyah Cirebon General Hospital in reducing the waiting time for outpatient
patients by 55,43% has not been effectively implemented, and the hospital must be able to
maximize the implementation of electronic medical records as a means to improve the
quality of the system to facilitate operational networking.
