Abstract

Electronic Medical Record (RME) before implementation must be carried out a
readiness assessment to help identify the transition process and be useful in creating
optimal EMR. The transfer of RME is important for hospitals because it is to carry out
Minister of Health Regulation Number 24 of 2022. The purpose of this study was to
determine the readiness of the medical record unit in the transition period of manual to
paperless medical record documents.
The type of research used is a descriptive method with a quantitative approach.
Population and samples in this study are officers in the Sumber Kasih medical record
unit of Cirebon City. The instruments used are by conducting interviews and using
observation sheets. The time and place of this research was carried out on May 15 – June
20, 2023 at Sumber Kasih Hospital in Cirebon.
The results of research at Sumber Kasih Hospital show that the human resource
aspect is ready to implement EMR. However, human resource planning and training for
medical record officers is needed. The infrastructure aspect is ready for the
implementation of EMR, but there is no SOP and flow to regulate the implementation of
EMR.
Based on the results of research conducted at Sumber Kasih Hospital, Cirebon
City, it was found that 66% of the readiness to implement electronic medical records
based on human resource aspects was ready. Based on the infrastructure aspect, it is
100% ready to implement EMR. For this reason, hospitals should develop Standard
Operating Procedures and workflows to regulate the implementation of electronic
medical records and conduct training for medical record officers to improve the quality
of hospital human resources along with the embodiment of digital transformation in
hospitals.
