Abstract

Puskesmas as first level health care facilities, are required to maintain electronic
medical records (EMR) in accordance with the provisions of Minister of Health Regulation
Number 24 of 2022. The implementation of RME is part of fulfilling accreditation
standards, especially in criterion 3.8 for the implementation of medical records in criterion
3.8.1 for the governance of the implementation of medical records. The purpose of this
study was to determine the suitability of the implementation of electronic medical records
at the UPTD Watubelah Community Health Center, Cirebon Regency based on standard
3.8 criteria 3.8.1 in assessment element 1, namely the implementation of medical records.
This research uses a descriptive approach, using the web-based ePuskesmas Klaster
application as its object. The research instrument used a checklist and data collection
techniques through direct observation based on elements of medical record management.
The results of this study were that of the 10 assessment elements assessed in the
implementation of electronic medical records, 10 elements (100%) met the standards and
5 of the contents of the 10 assessment elements (16%) did not meet the standards.
Non-compliance with standards due to not meeting the regulations of the Minister of
Health Regulation No. 24 of 2022 and Minister of Health Regulation No. 165 of 2023. This
is due to the unavailability of features in the ePuskesmas Cluster, such as electronic
signatures, cloud computing support systems and data backups that have not been
upgraded, and the lack of changes to the RME guidelines. Adding features to the
ePuskesmas Cluster application must be submitted directly to the vendor. Currently,
requests for additional features in the ePuskesmas Cluster application are no longer
available.
