Abstract

The implementation of Electronic Medical Record (EMR) is an essential
component of hospital information systems aimed at improving service efficiency, data
security, and the effectiveness of patient health information management. This study aims
to review and analyze the implementation of EMR in the medical record installation of the
outpatient coding department at RSUD 45 Kuningan, focusing on aspects of system
usability, speed, reliability, flexibility, and data security. The research method used is
descriptive qualitative, with data collection techniques through observation, in-depth
interviews, and documentation. Informants in this study consisted of outpatient coding
officers, outpatient doctors, and hospital information system (SIMRS) IT staff.
The results show that the implementation of EMR at RSUD 45 Kuningan has been
successfully carried out with a 90% achievement rate, particularly in terms of system
usability, data entry speed, system reliability supported by stable internet connections, and
flexibility in data management. However, 10% discrepancies were found regarding data
security, especially concerning the possibility of data changes without authorization from
the designated users. Therefore, improvements in access control systems and audit trails
are necessary to ensure stricter data security.
This study contributes to the development of health information systems,
particularly in enhancing the quality of EMR implementation in public hospitals. The
findings are expected to serve as an evaluation material and consideration for hospital
management in improving the security and effectiveness of electronic medical record
management, as well as a reference for further research in the field of health information
systems.
